LLM And Reference Expansion Completed

This roadmap item is implemented.

Notarius now supports first-class LLM access for chunk, extract, and normalize modules, plus target-aware reference declaration, binding, CLI override, materialization, provenance, and runtime delivery for chunker, extractor, and normalizer targets.

Current behavior is documented in:

• Troubleshooting

Deferred reference work remains tracked in Future Work, including non-file reference producers, token budgeting, structured references, and reference preprocessing or retrieval.
